ECTEL roadshow continues in Dominica

The Eastern Caribbean Telecommunications Authority’s (ECTEL’s) legal and regulatory team is in Dominica this week continuing a series of roadshows that are being held in Member States to further elaborate on the new suite of legislation that has been developed by ECTEL.
When promulgated, the Electronic Communications (EC) Bill, and accompanying regulations for the management of the electronic communications sector, will replace the Telecommunications Act.
On Tuesday, March 28 and Wednesday 29, ECTEL will meet with Cabinet Ministers and Legislators, service providers and civil society organisations including consumer groups and private sector agencies, to familiarise them with the new draft EC Bill and accompanying regulations.
The new Regulations address issues such as access to cable landing stations, consumer protection, retail pricing, wholesale access and guidelines on market access and assessment of significant market power. The roadshow, will provide opportunities for the ECTEL Team to further detail the main provisions of the Bill and accompanying regulations and for the regulator to understand the key elements and concerns from stakeholders and service providers.
The ECTEL team comprises the Managing Director Embert Charles, Director of Economics and Finance Cheryl Hector, Director of Technical Services Andrew Millet and General Counsel Deborah Bowers. Similar sessions have already been held in Grenada, St. Kitts and Nevis and Saint Lucia.
